The College of Innovation and Entrepreneurship is a specialized institution established by Dalian Ocean University in August 2017 in response to the call of the Party and the state for mass entrepreneurship and innovation, implementing the innovation-driven development strategy, and in accordance with the spirit of the document Opinions of the General Office of the State Council on Deepening the Reform of Innovation and Entrepreneurship Education in Higher Education Institutions. The college serves as both the core platform for the university to carry out innovation and entrepreneurship education for all students and an important carrier for implementing quality education and cultivating high-quality applied talents.
The college has always adhered to the purpose of serving university development and cultivating innovative talents, upheld the working philosophy of innovation supporting entrepreneurship, and entrepreneurship promoting innovation, anchored the three-dimensional cultivation goals of innovative spirit, entrepreneurial awareness, and innovation and entrepreneurship abilities, deeply promoted the organic integration of innovation and entrepreneurship education with undergraduate talent cultivation, and constructed a 343 innovation and entrepreneurship education system with Dalian Ocean University characteristics that involves all members, full-process interaction, and all-round embodiment.
At the level of education and teaching reform, the college continues to deepen the construction of the curriculum system. On the one hand, it offers general education courses such as innovation methods, entrepreneurship training, and career planning for all students. On the other hand, it improves the layout of specialized and innovation-integrated courses, promotes the construction of first-class golden courses in innovation and entrepreneurship, and relies on models such as the Ministry of Education's Industry-University Cooperation Collaborative Education Project to create high-quality online and offline course resources. The college currently has 1 dean, 2 deputy deans, 1 comprehensive office director, 1 project office director, and 2 staff members. Simultaneously, the college innovatively constructs a dual-teacher innovation and entrepreneurship education model, gathering high-quality teaching resources from both inside and outside the university. Currently, there are over 40 part-time innovation and entrepreneurship course teachers, with a total of 493 full-time and part-time mentors, among whom 8 have been selected for the Liaoning Provincial Excellent Innovation and Entrepreneurship Mentor Talent Database, and 2 have been selected for the National Ten Thousand Excellent Innovation and Entrepreneurship Mentor Talent Database, providing solid faculty support for innovation and entrepreneurship education.
To ensure the effective implementation of innovation and entrepreneurship education work, the university strengthens organizational support, increases funding, and improves the institutional responsibility system, fully stimulating the innovation and entrepreneurship vitality of all teachers and students. The college coordinates the construction of on-campus and off-campus practice bases, possessing a Blue Talent Innovation and Entrepreneurship Base with an area of about 500 square meters. It has successively obtained approval for 4 provincial and ministerial-level, 1 municipal-level, and 14 college-level on-campus innovation and entrepreneurship bases, and has co-established over 90 off-campus innovation and entrepreneurship practice bases, building a broad platform for students from theoretical learning to practical transformation.
With the abundant achievements in talent cultivation, the college's innovation and entrepreneurship work has achieved remarkable results. Currently, with the strong support of the university Party committee and college leadership, 877 university student innovation and entrepreneurship training program projects have been approved, with funding exceeding 2.3 million yuan, and student participation reaching 4,845 person-times. Students have participated in disciplinary competitions totaling over 59,000 person-times, winning 5 national bronze awards and 114 provincial awards in the China International College Students' Innovation Competition, with the total number of awards ranking 5th in the province. The college has continuously hosted multiple provincial-level competitions, covering over 30 universities and more than 5,000 students in the province, with the 2023 graduates achieving a 100% participation rate in innovation and entrepreneurship practices. The university has cumulatively approved over 1,000 innovation and entrepreneurship training projects, including 100 national-level, 200 provincial-level, and over 700 university-level projects, with participation of more than 4,500 student person-times, producing over 1,000 achievements such as papers and patents. It has organized 150 innovation and entrepreneurship competitions, winning 180 national awards and 840 provincial awards, with multiple landmark achievements emerging. The university's innovation and entrepreneurship bases have cumulatively incubated more than 60 student entrepreneurship teams, injecting continuous DLOU power into the development of the regional marine economy.
