On September 15th, the opening ceremony of the 2025 Autumn Session of the “New-Quality Technician” Vocational Skills Training was successfully held in the multifunction hall of the library in our university. Andi Yulianti Ramli, Acting Minister of Strategic Infrastructure under the Republic of Indonesia’s Coordinating Ministry for Infrastructure and Regional Development, attended the ceremony via video link. Cui Lin, Deputy Director of the International Cooperation Center of China’s National Development and Reform Commission, Li Dan, Member of CPC Dalian Standing Committee and Vice Mayor, Gu Zaibang, Director of Dalian Development and Reform Commission, Wang Lixin, Director of Major Events Office of the International Cooperation Center of China’s National Development and Reform Commission, Zhou Tianyuan, Director of the Foreign Investment and “Belt and Road” Construction Promotion Department of Dalian Development and Reform Commission, Fang Pingwei, First-Class Inspector of Dalian Ocean Development Bureau, as well as Yi Qingtao, Secretary of the Party Committee of our university, Du Ming, President of our university, Liu Wenhe, Vice President of our university, and others attended the event. Faculty and student representatives from our university and Indonesian trainees participated in the ceremony. The ceremony was presided over by Liu Wenhe.
In her video speech, Andi Yulianti Ramli stated that Indonesia attaches great importance to the development of the blue economy, with fisheries as a core sector that urgently needs the support of cutting-edge technologies and scientific concepts. China has made remarkable achievements in the field of fishery modernization, and its advanced technologies in aquaculture, fishing capture, and cold storage are highly compatible with Indonesia’s current development needs. She hopes that this training will serve as an opportunity to help trainees firmly master key technologies, assist in the upgrading of their national fishery industry, and further deepen fishery cooperation between the two countries, driving both sides toward sustainable development.

Cui Lin pointed out in his speech that the International Cooperation Center of China’s National Development and Reform Commission has trained over 400 technical talents for Indonesia, laying a solid foundation for bilateral cooperation. This training session is centered around the consensus on China-Indonesia fishery full-industry-chain cooperation, aiming to help trainees consolidate their professional skills, transform what they have learned into practical achievements, strengthen industrial advantages through scientific management and innovation-driven approaches, expand the space for the blue economy, and bring new vitality into fishery cooperation between the two countries.

Li Dan emphasized that Dalian, as a major marine economic hub in China, has a solid foundation and prominent advantages in fisheries, and holds great potential for cooperation with Indonesia. The implementation of this training in Dalian is not only a recognition of Dalian’s marine industrial strength, but also an efficient exchange platform between the two places. He stated that Dalian will continue to deepen multi-level cooperation with Indonesia in the marine economic field, promote industrial linkage, and achieve win-win development.

Du Ming stated that this training is an important action to implement the consensus on “deepening the blue partnership” between the leaders of China and Indonesia, as well as a key practice to serve the “Belt and Road Initiative” and promote international fishery talent cultivation. As the only university in northern China specializing in marine and aquaculture disciplines, our university will fully leverage its disciplinary advantages in intelligent fisheries and ecological aquaculture, build a training system centered on “skill enhancement, concept innovation, and cooperation deepening”, help trainees broaden their horizons and master modern fishery skills, and look forward to establishing a long-term mechanism for joint cultivation of fishery talents between China and Indonesia, providing sustained momentum for fishery cooperation between the two countries.

It is reported that the “New-Quality Technician” Vocational Skills Training is hosted by the International Cooperation Center of China’s National Development and Reform Commission (NDRC), and the 2025 Autumn session is undertaken by our university. This training session focuses on the theme of “Building Bridges with Skills and Deepening Cooperation”, offering two majors: “Marine Aquaculture” and “Fishery Capture and Cold Storage Management”. It serves the vocational teachers and technical personnel in the offshore fishery sector of the Republic of Indonesia, and will be conducted in a “theory + practice” mode for a period of approximately four weeks. The program aims to enhance the professional skill level of Indonesian fisheries, and promote innovation and cultural exchange in China-Indonesia fisheries.
